Ragusa is located in the South-East of Sicily (Italy).
It has around 75,000 inhabitants and together with seven other cities in the Val di Noto, it is listed among the UNESCO World Heritage Sites.
The city has two distinct areas, the higher Ragusa Superiore (Upper Town) and the lower and older town of Ragusa Ibla, which is scarcely connected to the center.
It offers little space for cars but it is heavily congested because of the increased tourist flows of the last years.
The city has build several exchange parking lots in the Upper Town, but has been unable to utilize them properly and integrate them in a smart mobility strategy.
